Eligibility

Kuʻina services disadvantaged youth in and out of school between the ages of 14 to 24.
An In-School Youth (ISY) is a youth who is:
1. Attending school (Secondary or Post-Secondary)
2. Age 14-21 at time of enrollment
3. Low income
4. Has 1 or more of these 8 barriers:
  1. Basic skills deficient
  2. English Language Learners (English is not primary language in household)
  3. An offender
  4. Homeless or runaway
  5. In foster care or aged-out of foster care (16)
  6. Pregnant or parenting
  7. Disabled
  8. Requires additional assistance to enter or complete an educational program or to secure and hold employment.
An Out-of-School Youth (OSY) is a youth who is:
1. Not attending any school
2. Age 16-24 at time of enrollment
3. Has 1 or more of these 9 barriers:
  1. A high school dropout
  2. Within the age of compulsory school attendance but has not attended school for at least the most recent school quarter
  3. Has a high school diploma or GED and must be low income and either basic deficient or English Language Learner
  4. An offender
  5. Homeless or runaway
  6. In foster care or aged-out of foster care (16)
  7. Pregnant or parenting
  8. Disabled
  9. Requires additional assistance to enter or complete an educational program or to secure and hold employment and must be low income.
